    • 7:00 : Tax Classification Hearing

      General Discussion...
      Jim S. introduced Adam Heminway from Rural Resource Group, who the town contracts with for assessing services. Adam gave a very thorough presentation of the steps involved in setting the tax rate and answered many questions (see attached document).

      MOTION, moved by Melissa Colbert, seconded by Patricia Duffy: Motion: The Leverett Select Board votes in accordance with MGL, Ch. 40 S. 56, as amended, the percentage of local tax levy which will be borne by each class of real and personal property, relative to setting the Fiscal Year 2024 tax rates and the Residential Factor at 1.0, with a corresponding CPI shift of 1.0, pending approval of the Town’s annual tax recap by the Massachusetts Dept. of Revenue. Vote: 3-0 in favor.

      Pass: Aye: Melissa Colbert, Patricia Duffy, Tom Hankinson.

    • 7:30: Silas Ball, Rattlesnake Gutter Rd.

      General Discussion...
      After the last conversation about Rattlesnake Gutter Rd. Silas Ball asked to be on the agenda to talk about re-opening and keeping the road open as the best way to preserve it. He compared what he thought were similar roads in town, that are maintained and used and offered to take board members and show them. Ben E. said he thought that the reason that Rattlesnake Gutter wasn’t reopened after the washout was that the Safety Complex and school addition were being built and there weren’t funds to put toward it. The board will take under consideration with all other options.

    • Ad-hoc Dog Bylaw Review Committee

      General Discussion...
      Tom would like to create a non-biased committee to review the current dog and noise by-laws. Currently, there are 2 unresolved dog issues. Melissa emphasized the need for a dog officer. All board members would like to put acceptance of the MGL allowing for non-criminal disposition on the ATM warrant to allow for fines. The intent of the original bylaws will be kept in mind during the review.

      The minutes of November 7 were approved.

    • Mileage Rate follow-up

      General Discussion...
      Margie said that 13 of the 16 towns she asked use the IRS rate for mileage reimbursement and Pat found similar information.

      MOTION, moved by Melissa Colbert, seconded by Patricia Duffy: . Motion: To use the IRS rate for mileage reimbursement for employees for town business. The current rate is 65.5 cents/mile. Vote: 3-0 in favor.

    • Sing Coop Beer/wine License Renewal, set fee

      General Discussion...
      The Village Cooperative beer/wine license renewals were signed.

    • Small bridge grant award for Mill Yard Road Bridge design

      General Discussion...
      Margie said that the small bridge grant was awarded for the Mill Yard Road Bridge. She requested to work with Tighe and Bond.
