  1. Meeting Preliminaries

  2. Executive Session

    To conduct strategy sessions in preparation for negotiations with nonunion personnel or to conduct collective bargaining sessions or contract negotiations with nonunion personnel. Selectboard will reconvene in Open Session after the close of Executive Session.

    • 6:00: Executive Session (No public access)

    • 7:00: Tax Classification Hearing

      General Discussion...
      David Burgess and Jim Storos explained that at the last Tax Classification Hearing there were some mistakes on the final table of numbers and that a second hearing was required to rectify the mistake. They reviewed the new numbers, there were no questions.

      MOTION, moved by Tom Hankinson, seconded by Melissa Colbert: Motion: I move that the Leverett Select Board vote in accordance with MGL Ch 40, Section 56, as amended, the percentage of local tax levy which will be borne by each class of real and personal property, relative to setting the Fiscal Year 2023 tax rates and set the Residential Factor at 1.0, with a corresponding CPI shift of 1.0, pending approval of the town’s annual tax recap by the Massachusetts Department of Revenue. Seconded. Vote: 3-0 in favor.

    • 7:15: Field Building Update

      General Discussion...
      At Tom’s request, Lisa emailed the Field Building Reuse Committee and asked them to attend this Select Board meeting to give a progress report on the committee’s work. Chair, Richard Nathhorst was present as was Kathy Stoddard and at the end Don Robinson. The Committee has agreed that the building needs to be rehabbed for some kind of use and maintained in proper condition. The varying opinions are related to if the building should be moved or left where it is. Either way it will need similar rehabilitation. The committee is focusing on its restoration and presentation of the facts for residents to decide next steps.
      Two public forums are being planned to explain 3 options for the building. A survey of the property will be done this month.

    • 2nd Vote on FCSWMD Special Municipal Employee

      MOTION, moved by Tom Hankinson, seconded by Melissa Colbert: Motion: To designate the Franklin County Solid Waste Management District Representative Alternate as a Special Municipal Employee. Vote: 3-0 in favor.

      Pass: Aye: Tom Hankinson, Melissa Colbert, Patricia Duffy.

    • Accounting Office and Audit

      General Discussion...
      Margie said that the Accounting Office is still having trouble reconciling FY22 and she’s worried about FY 23. The FRCOG has hired an accounting firm to assist. Margie has suggested that the town’s biannual audit, conducted by Scanlon, be started sooner rather than later in case they may be of some assistance. Margie is researching other accounting agencies for use in the future if it seems necessary.

    • Extend membership terms to 3 yr for Susan Kassier and Julie Rivera on Cultural Council to 2025

      Recommended by Mitch Mulholland, Chair of the Cultural Council.

      MOTION, moved by Tom Hankinson, seconded by Melissa Colbert: Motion: To extend the terms of Susan Kassirer and Julie Rivera on the Cultural Council to 3 years; to expire in 2023. .

    • Set fee for and sign Village Coop Beer/Wine License

      General Discussion...
      The Village Cooperative License for the sale of beer and wine was signed. The fee was set at $250. Lisa will look into the pourer’s license for the next meeting.

    • Sign Class II Auto License

      General Discussion...
      A Class II Auto License for Dewey Carey was signed.
