    • 7:00: Tax Classification Hearing

      General Discussion...
      Tax Classification Hearing—David Burgess and Jim Starros present
      David Burgess, Interim Assessor for RRG, gave an in-depth presentation about the steps involved in setting the tax rate and answered questions.

      MOTION, moved by Tom Hankinson, seconded by Melissa Colbert: Motion: I move that the Leverett Select Board vote in accordance with MGL Ch 40, Section 56, as amended, the percentage of local tax levy which will be borne by each class of real and personal property, relative to setting the Fiscal Year 2023 tax rates and set the Residential Factor at 1.0, with a corresponding CPI shift of 1.0, pending approval of the town’s annual tax recap by the Massachusetts Department of Revenue. Seconded. Vote: 3-0 in favor.

      Pass: Aye: Tom Hankinson, Melissa Colbert, Patricia Duffy.

      David noted that he believes FY23 excess levy will be $700,000.

    • 7:30: Chief Minckler/part-time officers

      General Discussion...
      Chief Minckler came in to recommend 2 reserve/part-time officers be appointed to the department. Sean Connor is currently acting as Leverett’s Emergency Manager and Christian Santiago works for Springfield Technical Community College and is bilingual. Chief Minckler thinks both will be an asset to the department.

      MOTION, moved by Tom Hankinson, seconded by Melissa Colbert: Motion: To appoint Sean Connor and Christian Santiago to the Leverett Police Department at $19.83/hour. Vote: 3-0 in favor.

    • Approve minutes of Nov. 1 and 15

      General Discussion...
      The minutes of November 1 and 15 were approved.

    • FRCOG MA in Motion-Age Friendly Planning Contract

      General Discussion...
      Margie suggested that the board postpone signing the Motion-Age Friendly Planning Contract. The town is involved in a very similar process and this would be redundant at the moment. Margie will see if there is room to wait signing—there is a $4200 stipend as part of the grant that the town would like to utilize.

    • MLP Transition Update

      General Discussion...
      Margie said that the ISP switch to South Hadley has happened. This week the porting of email was happening with some glitches. Phones service switched last week.

    • Mosquito Project

      General Discussion...
      Melissa gave a mosquito surveillance update. It was a tricky time to collect because it was late in the year and there was a drought, then many days of rain. Melissa cited some data provided by MedZu and the board needed to decide whether to test all the females (40 tests) or split the high-risk species (19) and test.

      MOTION, moved by Tom Hankinson, seconded by Melissa Colbert: Motion: To approve option 1, testing all female mosquitos, with MEdZu and use Select Board funds to cover the @ $85.00 outstanding after using TM appropriated funds. Vote: 3-0 in favor.

    • Reserve Fund Transfer Request

      General Discussion...
      A Reserve Fund Transfer was signed for bonding on the water line construction loan.

    • Set up Highway Screening Committee

      MOTION, moved by Tom Hankinson, seconded by Melissa Colbert: Motion: To appoint Melissa C., Isaiah R., Scott M., Doug D., and Matt B. to the Highway Dept. screening committee. Vote: 3-0 in favor.

      Pass: Aye: Tom Hankinson, Melissa Colbert, Patricia Duffy.

    • Shutesbury Rd. Construction Projects

      General Discussion...
      Several residents made comments about the vast improvements experienced since the Highway Depts. changes to the Shutesbury Road intersection. Neighbors said that traffic is slower, pedestrians feel safer, it’s safer pulling out of driveways.

    • Sign Cultural Council Grant

      General Discussion...
      The Cultural Council Grant was signed.

    • Town Hall Use Request from Roberta Bryant for 4-H

      General Discussion...
      The board approved the use of Town Hall for 4-H on behalf of Roberta Bryant at no cost. They would like her to feel free to use it immediately but would like her to come in to talk to them at the next meeting.

      General Discussion...
      Accepted with gratitude and regret.
