Update on Requests - Requests for Letters of Support for CPA Fund applications from Leverett Historical Society (LHS), Friends of the North Leverett Sawmill (FONLS), Rattlesnake Gutter Trust (RGT) and Select Board.
Friends of the North Leverett Sawmill (FONLS) members Sam Black and Cynthia Baldwin were present to answer any questions about the ''Heritage Site & Nature Trail'' proposal FONLS has submitted for Community Preservation Act (CPA) funding for which they requested a letter of support from the Historical Commission. At the October meeting there were unanswered questions about ownership of the two parcels of land that are combined in the proposal, whether Conservation Commission (Con Com), which oversees 2 acres of town-owned land would partner with FONLS to submit the proposal. An alternative, for the town to donate the land to FONLS, has also been discussed, but there is a lack of clarity about whether such an action would have to wait until town meeting 2023 to be approved. The ConCom will visit the site between 11/17 - 20/2022 to see the land and get a sense of the cultural heritage that is the object of preservation as well as the recreational potential of the area. (One area of concern to some members of the community at large has been the FONLS proposal to prune some of the trees that are endangering the stone levee, an important part of the 18th-19th century built industrial environment for the Graves' Ironworks.)
Pleun Bouricius, consultant to the Historical Commission (LHC) and FONLS referred to a similar area in Hawley that was preserved with multiple owners, one of whom, Don Sears might be a resource on how they structured the partnership.
In an effort to address concerns about the current preservation restriction (HPR) which the town holds on the sawmill, FONLS has also consulted with Mass. Historical Commission's Preservation Planning Director, Michael Steinitz, to discuss options for ''Historic Preservation Restrictions (HPR)'' on the Sawmill and the adjacent 2.6 acres that would be part of the ''Historic Site & Nature Trail'' that could guarantee public access to the community in perpetuity.
(At this point c. 7:20 pm there was a ''zoom-bombing event which could not be controlled and the meeting had to be closed and a new meeting started at 7:45pm)
MOTION, moved by Eva Gibavic, seconded by Carole Desanti: Moved that the LHC, appreciative that the Friends of North Leverett Sawmill (FONLS) are working with the Massachusetts Historical Commission (MHC) to guarantee public access to the community's shared history in perpetuity for all citizens of Leverett, approves the LHC accepting the text of the proposed letter of support for the ''Heritage Site & Nature Trail'' proposal for Community Preservation Act funding in 2023 submitted by Sam Black (with one edit).''.
Pass: Aye: Ann Tweedy, Eva Gibavic, Susan Mareneck, Anne Schuyler, Sara Robinson, Susan Lynton, Carole Desanti. Not Present: Edie Field.

Preservation Planning for Historical Assets
Industrial History Programming - UPDATE - ''Sense of Where You Are: Getting to Know Leverett's Industrial Past'' Virtual and in-person tours to Leverett's historic industrial landscape and sites. ''Leverett's Charcoal Industry'', Thursday, December 1, 7pm on zoom. Signage program start up. ''Embodied History'' interviews.
PR will be out soon for the ''Charcoal...'' zoom program. ''Embodied History'' start up in February 2023. There are questions about when and how the people who worked in the charcoal business in Leverett will want to be interviewed. Will these be individual interviews or group conversations? Will they happen in public, or be videotaped for presentation later? It may turn on the preferences of those with the knowledge/ experience. May not be one-size-fits-all. Contacting the ''experts'' should come first.
Digital Archives - Investigate potential of town website as a storage venue. What are the issues around accessibility?
A meeting of the subcommittee (Susan Lynton, Eva Gibavic, Ann Tweedy, Anne Schuyler and Susan Mareneck) with Mik Muller, town of Leverett website host and Pleun Bouricius will be scheduled. The two issues are 1. Accessibility, 2. Storage.
Preservation Planning Presentation - Preservation Planning Presentation by Jennifer Doherty, Local Govts. Coordinator at the Mass Historical Commission, on zoom, Thursday 12/15 @ 7pm, for the Historical and Community Preservation Commission members, as well as Leverett Selectboard members, on the ''Secretary of the Interior's Rehabilitation Standards...''
